Councillor Vallelonga declared a Financial Interest in Item 10.2/PL2.

The following questions were submitted in writing.
1.1 MR P MCKIMMIE 1/104 DEANMORE ROAD SCARBOROUGH
Q1. Did you know that a petition which states that the undersigned people object to foreign materials being placed on or under the white sand of Scarborough Beach such as clay, building rubble, rubber tyres, as seen during the EASTER ROUND UP, was signed by over 1,000 people?
A1. The Mayor advised that a response to question 1 would be provided in writing.
Q2. Will this, as stated in the petition, ever happen again?
A2. The Mayor advised that another Round Up would not occur on the beach in the foreseeable future. However, that would be a decision made by the Council of the day.
Q3. Are you aware that there is still clay mixed with the sand on Scarborough Beach?
A3. The Executive Manager Works advised at the invitation of the Mayor that to the best of the organisers and Council's ability the clay had been removed from the beach.

Q1. Will Stirling City Council follow other Councils and ban circuses with animals from using Council land?
A1. At the invitation from the Mayor the Chief Executive Officer commented that Item 10.1/R19 would address the circus issue later in the meeting.
1.3 MS J DOLS C/- 1/104 DEANMORE ROAD SCARBOROUGH
Q1. What policies does the Council have regarding the protection, care and use of its beaches?
Q2. Who in particular is responsible for the beach area from the high tide area up to and including the dune system?
Q3. If a beach goer or swimmer injures themselves on debris such as tyres, who is responsible?
Q4. What future development plans are there for the Scarborough area?
Q5. Is the Scarborough area on deep sewerage?
Q6. What cost was incurred by the Council for cleaning up Scarborough Beach after the Round Up Festival?
A. The Executive Manager Community Development at the invitation of the Mayor gave a brief verbal response however, advised that a written response would be provided.
1.4 MS W CHARNEL 3 STANLEY STREET SCARBOROUGH
Q1. I have written to Council many times expressing concerns about circuses (with exotic animals) - requesting they be banned, as in most other Councils. The response has been vague. Will the City of Stirling ban circuses? Please most ratepayers desire this.
A1. At the invitation from the Mayor the Chief Executive Officer commented that Item 10.1/R19 would address the circus issue later in the meeting.
1.5 MR T CLIFTON 15 VENTNOR STREET SCARBOROUGH
Q1. As a ratepayer and resident of Scarborough for 35 years, I wish to voice my protest at a circus being held. I would urge you to follow the example of many other Councils and ban these circuses with exotic animals.
A1. The Mayor commented that his was a statement rather than a question and as such did not provide a response.
1.6 MS M REGTS 18 WALTER ROAD INGLEWOOD
Q1. Has Council made any investigations into the use of animals in circuses - through the RSPCA or other animal welfare societies?
A1. The Mayor advised that no investigation had been undertaken into the use of animals in circuses.
Q2. Is Council aware of RSPCA circus policy?
A2. The Council was unaware of the RSPCA's policy on circuses.

Q1. Why hasn't Council followed the example of the majority of other metropolitan Councils and banned circuses from using Council land?
A1. At the invitation from the Mayor the Chief Executive Officer commented that Item 10.1/R19 would address the circus issue later in the meeting.
Q2. What steps does the Council need to take to ban circuses from using Council land?
A2. The Mayor added in response to the second question, that if Council did not give approval circuses would not be able to use Council land.
1.8 MRS WATT 67 EWEN STREET SCARBOROUGH
Q1. How many Shires or Councils have banned circuses in metro area? Is it true Wanneroo and Stirling are only 2 Council have not banned? Is this correct?
A2. The Mayor advised he was unaware of the answer to this question and would endeavour to provide a written response.

Mr Jones asked what the likely outcome would be to Item 10.2/PL41.
The Mayor advised that after a site inspection by Ward Councillors he believed the outcome would be favourable.
