ITEM: 1.1

Mr Greg Thomas of the Karrinyup Traffic Management Group

Q1. With reference to Question 1 from Greg Thomas of the Karrinyup Traffic Management Group regarding Clearways replied to at the 25 November 1997 Council meeting we are pleased to hear that Council are compiling road pavement and street furniture lists. Unfortunately members of our, perhaps rather parochial, group have been able to find only one Clearway in the City of Stirling, that being North Beach Road. Could Council engineering staff with their vaster knowledge of the City indulge us by naming just a few other signposted and designated Clearways which are not on main roads?

A1. Main Street, Scarborough Beach Road, Harborne Street, Walcott Street and Beaufort Street to name a few.

Q2. With reference to Question 2 from Greg Thomas of the Karrinyup Traffic Management Group regarding the Combined Traffic Report for Karrinyup Shopping Centre Redevelopment dated October 1996 by Sinclair Knight Merz replied to at the 25 November 1997 Council meeting; could Council please:

Q2.1 Request agreement for Sinclair Knight Merz to release a copy to the Group as offered.

A2.1 The City has liaised with Sinclair Knight Merz who have indicated that theywill, upon request from the Karrinyup Traffic Management Group, provide a copy of the report.

Q2.2 Is permission required to view the City's copy of the report?
Q2.3 If permission is required could Council also request agreement for representatives of the Karrinyup Traffic Management group to view the City's copy of the report.?

A2.2/2.3 The Karrinyup Traffic Management Group may view the City's copy of the report by arrangement with the Records Management Administrator.

Q3. Could Council please tell us if the Combined Traffic Report for Karrinyup Shopping Centre Redevelopment dated October 1996 by Sinclair Knight Merz was prepared as a requirement of the City of Stirling?

A3. Yes, it was condition of planning approval.

Q4. With reference to Question 4 from Greg Thomas of the Karrinyup Traffic Management Group regarding average traffic volumes on roads of the same classification as Clement Drive in Karrinyup, replied to at the 25 November 1997 Council meeting:

Q4.1 Figures quoted on the display currently in the Karrinyup Public Library indicate 7050 vpd for Clement Drive not 5620 as quoted in the reply referenced above. Which figure is correct and when was this taken?

A4.1 Traffic volumes have been measured on Clement Drive at a number of locations and at various times. The figure of 7050 vpd indicates the measurement taken north of Pascoe Street, in May 1996. The figure of 5620 indicates the measurement taken south of North Beach Road in February, 1997.

Q4.2 The document "City of Stirling Average Weekday Traffic Flows - to December 1996" indicates a peak figure of 7576 vpd for Clement Drive taken in December 1994. Is this figure correct?

A4.2 The figure of 7576 vpd indicates the measurement taken north of Pascoe Street in December, 1994.

Q4.3 The document "City of Stirling Average Weekday Flows - to December 1996" indicates that traffic flows for Oswald, Jones, Peninsula and Cape streets (quoted in the reply) can be obtained from MRWA. Why are these counts held by MRWA and not the City of Stirling?

A4.3 Main Roads WA, for internal operational requirements, carries out traffic volume counts on a number of streets under the care and control of the City. These counts are made available when required by the City thus avoiding the need to duplicate the process.

Q4.4 Was the figure for Oswald Street quoted in the reply taken on the residential section or the section adjacent to the shopping centre and vacant land ending by the Scarborough Beach Road traffic lights?

A4.4 The figure of 14200 vpd indicates the measurement taken in Oswald Street north of Scarborough Beach road in May 1995. The traffic volume north of the roundabout in the "residential" section of Oswald Street was 12476 vpd in May 1995.

Q4.5 Where and when was the figure for Cape Street quoted taken?

A4.5 The figure of 7550 vpd indicates the measurement taken in Cape Street west of Wanneroo Road in May 1990.

Q4.6 Where and when was the figure for Jones Street quoted taken?

A4.6 The figure of 6720 vpd indicates the measurement taken in Jones Street north of Amelia Street in August 1991.

Q4.7 Could Council please explain why Jones, Peninsula and Cape Streets (quoted in the reply) are coloured yellow in the UBD Street Directory and Clement and Oswald are not?

A4.7 The City is not familiar with UBD street directory colour legends and can not answer this question.

Q4.8 We note with interest the article in the Stirling Times December 9-15 1997 page 3 indicating that land resumption has begun to realign Oswald Street and improve a dangerous traffic situation. When is it anticipated that works will commence and will there be any residential land directly abutting the realigned road?

A4.8 The realignment of Oswald Street is an integral part of Town Planning Scheme No. 38. Detailed design work will be carried out in the 1997/98 financial year. Depending upon land resumption procedures, work may commence before June 1998. It is not proposed to have any direct link to the realigned road from the residential areas adjacent to it.

Q5. At the most recent meeting of the Consultative Committee for the Karrinyup Traffic Study it was agreed that the questionnaire was to be sent out with only nominally Option 1 shown, along with some notes and space for comments. For what reasons were the decisions of the Consultative Committee overturned and variations of all three of the options originally discussed presented along with numerous other questions?

A5. The Committee for the Karrinyup Traffic Study was set up as a Steering Committee to assist the consultants in becoming quickly aware of the public concerns and expectations. It could offer any suggestions to the consultants, who were however, ultimately responsible for the conduct of the Study to achieve the results required in their brief. Upon consideration of the Committee's resolution it was decided, in consultation with the Ward Councillors and Officers of the City, to offer the general public the opportunity to comment on a variety of options. This was considered a more thorough avenue of gauging the view of all affected parties.

Q6. The closing date for submissions on the public questionnaire is indicated at the 19th of December, so presumably the contract has also been extended as originally the consultant's report was to have been delivered on the 12th December.

Q6.1 Why was this necessary as the original contract included an allowance for this process?

A6.1 The date for completion of the study required to be extended for a number of reasons:

· requirement to conduct turning movement counts
· request to hold an additional meeting of the steering committee
· additional time required for public consultation due to strong demand from residents outside the designated area.

Q6.2 Where there any variations made to the contract and if so what are these?

A6.2 As detailed above.

Q6.3 When is the report now to be delivered?

A6.3 The Consultant has indicated that the final report will be ready for presentation to the 27 January 1998 Technical Services Committee meeting.

Q7. Could Council please tell us how many registered voters there were in each of the City of Stirling Wards when the boundaries were last adjusted?

A7. The numbers of registered voters in each of the wards over the past four years is attached as Appendix 1.

Q8. Could Council tell us how many registered voters there are in the section of Karrinyup between local roads Clement Drive, Pascoe and Francis Streets and the Lake Karrinyup Country Club and Karrinyup Reserve which falls into the Hamersley Ward?

A8. This information could be accurately ascertained from researching the City's electoral rolls (which may be purchased from the Rates Department). However via the City's Geographical Information System it can be established that within the area nominated there are 659 rateable properties, 530 of which are occupied by the owners.

The Mayor advised the Council he had attended Carols at the Clocktower on Sunday 14 December 1997. The Mayor congratulated the Scarborough Association on a job well done.
