ITEM: 1 QUESTION TIME

Vicki Thomas, Spokesperson, Karrinyup Traffic Management Group

Question 1 We understand from private discussions with residents of Finnerty Street in Karrinyup that they anticipate chicanes will be placed in their street to try and reduce current safety concerns. Could Council please tell us if this is correct and if so what the current schedule of works is?

Answer 1 Funding has been allocated under the 1997/98 Draft Budget for works to be undertaken. The nature of the works will be identified by consultants employed by the City to investigate traffic issues in the Karrinyup area in conjunction with public consultation.

Question 2 Could Council please advise us of what steps have and will be taken regarding the concerns raised in the petition of over two hundred signatures presented by Councillor John Italiano in January 1997? The petition was as below:

"We the undersigned wish to express our concern regarding the speed and volume of non-resident traffic through the suburb of Karrinyup. We feel that the recent increased residential density zoning, shopping centre extensions and currently inadequate freeway access provision have and will continue to contribute to an unsafe traffic situation. We request the Council to take immediate steps to calm our local roads, to provide safe access to children at play and on their way to school, and to reduce through traffic before a serious pedestrian or vehicular accident occurs."

Answer 2 Council at its meeting of 29 April 1997 endorsed a draft consultants brief to investigate traffic matters in the Karrinyup locality.

Question 3 We understand that traffic calming measures are to be placed along Osmaston Road between Beach and Almadine Roads. While we support the application of such measures wherever safety is an issue we would query why works are proceeding on this particular road when compared with roads in Karrinyup which have similar problems and whose residents have been voicing their concerns for at least as long.

Would Council care to comment?

Answer 3 The proposed treatment in Osmaston Road, Carine from Almadine Road to Beach Road continues the existing treatment which currently ends at Almadine Road. The continuation of the treatment is to address safety issues relating to children as pedestrians attending Carine Primary and High Schools. It is possible to treat this road in the proposed manner without having affect upon adjoining roads.

Question 4 The attached letter from the Minister for Transport, Eric Charlton, indicates that Main Roads will be actively pursuing Stirling Council to introduce traffic control measures for through traffic problems in Karrinyup and on North Beach Road. Has Council been approached by Main Roads at this stage, and if so what actions are being taken?

Answer 4 Discussion has taken place with Main Roads WA officers who have been advised of the City's traffic study to be undertaken by private consultants for the Karrinyup area. Main Roads WA has been provided with a copy of the Brief to Consultants and are satisfied that it will address the issues.
