ITEM: 1 QUESTION TIME

1. Paul Hallum, 10 Breakwater Rise, Mullaloo.

Q1. Mr Harvey requested that he be allowed to have a 1 metre high retaining wall with a 1.5 metre super six fence totalling 2.5 metres in lieu of 600mm high retaining wall with a 1.8 metre high super six fence totalling 2.4 metres.

A1. The Mayor advised that the matter would be considered during the course of the meeting at which time the outcome would be known.

2. Joe Ricciardone, 316 North Beach Road, Karrinyup.

Q1. I faxed a series of questions in regards to the recent traffic counts on North Beach Road in the vicinity of Clement Drive to Duffy Road. I was assured that the responses to these questions would have been available tonight.

Can Council please indicate what has happened in this situation?

A1. The Mayor advised that the Executive Manager Works had the response to the questions and would forward a copy to Mr Ricciardone.

The questions and answers referred to above are reproduced as follows:

Q1. There appears to have been an unusually high failure rate with this set of counts. Could Council state what proportion of the counters failed and how this compares with the normal average percentage failure rate?

A1. Twelve counters were put in place for the week. Four did not produce results. Commonly we find that 1 or 2 counts do not produce results out of 10 placed.

Q2. For each individual counter that failed, could Council please clarify the nature of the problem that occurred and how this affected the ability of the counter to function properly.

A2. North Beach Road, west of Okely Road - counter insufficient memory storage
capacity.

North Beach Road, west of Duffy Road - counter had insufficient memory storage
capacity.

Balcatta Road, east of Duffy Road - recorded 1/5 of previous count volume
indicating an operational problem which
is being investigated.

Okely Road, north of North Beach Road - tubes cut, deliberate tampering.

Q3. Were any of the counters set up to measure speed of traffic, if so, how would their placement ensure that the highest speed of traffic between intersections was registered?

A3. No.

Q4. What procedures are in place that ensures that the raw data from the counters is reliable and secure?

A4. The electronic counters and associated software performs integrity checks.

Q5. Has all the collected data been passed on to the Main Roads Department?

A5. Yes.

Q1. What is the correct progress of the analysis of the petition presented by Councillor Italiano regarding the speed and volume of through traffic in Karrinyup?

Q2. What steps is Council taking to rectify this situation?

A1 & A2. The Executive Manager Works advised that a report would be submitted to the April Technical Services Committee meeting concerning action proposed as a result of the petition presented by Councillor Italiano.
