ITEM: 1 QUESTION TIME

The following questions were submitted in writing and the Mayor advised that written responses would be provided.

1.1 Mrs P Walker - 27 Liquidamber Heights, Mirrabooka - Item 10.1/LS5 refers:

Has the Council reconsidered its view on National Sorry Day and if so, what is that view?

1.2 Ms C Cikara - 56 Porter Street, Gwelup - Item 10.2/B12 refers:

Will City of Stirling be providing a statement as respondent in response to the appeal No 29/98 by the required date?

1.3 Mr S Irving - 41 Woodsome Street, Mt Lawley - Item 10.2/PL6 refers:

a. Is this an open and shut case or will the Council allow the developers or myself the opportunity to state their case which differs from the opinion of Councillor Clarey and most of the business owners in this area?

b. Is Council prepared to buy land for parking purposes to assist businesses in the area? (Question submitted verbally).

1.4 Ms R Kolb - PO Box 301, North Beach - Item 10.1/LS4 refers:

a. Are Councillors aware that documents previously tabled/presented at the Technical Services Meeting by Don Edwards contained errors of fact, misleading statements and half truths?

b. Are Councillors aware that all documents requested from NSHS have been provided to the City and that the Society is very happy to receive any scrutiny and is very aware of its responsibilities as an incorporated body?

1.5 Ms L Belladonna - 69 Belleview Crescent, Dianella

a. Is it true that the City of Stirling has allocated a large amount of ratepayers funds to promote the private business interests of Atlas Waste Plant in Mirrabooka?

b. Would the Council confirm that $50,000 was spent in producing a promotional video on the Atlas Waste project (Anaerobic Digestion Plant). How can the Council responsibly account for this much expenditure?

1.6 Ms R Berlingeri - 72 Belleview Crescent, Dianella

One of the main criteria for establishing a land fill site and waste disposal facility is that it is socially acceptable to the surrounding residents. Why was this criteria not considered in regards to the establishment of the Atlas digester project?

1.7 Mr H Cahill - 31 Threadleaf Way, Mirrabooka

At the recent Waste management conference in Brisbane, Stirling and Atlas jointly promoted the Atlas plant as being a successful anaerobic digester that is actively anaerobically digesting waste and producing combustible gases. Why did Stirling deliberately mislead the conference? Department of Environmental Protection has advised that to date no waste is being anaerobically digested at the Atlas site.

1.8 Mr B Coupar - 49 Ardross Way, Noranda

What was the total expenditure by the City of Stirling on the joint promotion at the recent Waste Management Conference in Brisbane?

1.9 Mr M Duthoor - 2 Alba Court, Mirrabooka

Is the City of Stirling aware that almost a year after the Atlas Tip Site License was put in place (30 April 1997), the provisions in the licenses (G 15a) dealing with the capping of the rubbish cells still have not been fulfilled resulting in ongoing odour?

1.10 Ms A Pullella - 8 Morotai Green, Dianella

What portion of Stirling's waste is actually being digested in Atlas's Anaerobic Digester tanks? If no significant amount of waste is being anaerobically digested, will the Council insist that the sealed tanks, which are the cause of community concern, be removed and the company be asked to submit a more appropriate planning application?

1.11 Mr G Griffin - 14 Manna Close, Mirrabooka

At the Atlas Anaerobic Digester site Mirrabooka what portion of Stirling's waste is actually being digested in the digesters sealed tanks?

1.12 Ms L Hampton - 2 Dusty Lane, Mirrabooka

If the compost that Atlas is making from Stirling's waste contaminates anyone's property what is the extent of Stirling's liability?

1.3 Mr M Fawcett - 1 Manna Close, Mirrabooka

a. During the recent Waste Management Conference in Brisbane was the Mayor of Stirling aware that Atlas's Anaerobic Digester had not been commissioned and Stirling's waste is not being anaerobically digested in the Atlas Anaerobic Digester tanks?

b. Why did the City of Stirling promote the Anaerobic Digester plant as being a huge success. When in fact Stirling's waste is not being digested in the Atlas Anaerobic Digester?
