Re: Oswald Street, Realignment Tender
Q1 Tenders for the abovementioned works were assessed on the following basis
40% on Price
30% on Experience
30% on Method of Construction
Are councillors aware that the interpretation of this assessment method has resulted in an extra cost to the City of Stirling and Stakeholders of $469,000?
Q2 Are councillors aware that the two preferred tenderers in BSD Consultants assessment submitted non conforming tenders in that neither submitted a schedule of prices breakdown with their tenders?
Q3 Are councillors aware that the accepted price of $3,045,000.00 included $660,000 submitted after close of tenders?
Q4 Advanteering Civil Engineers submitted a tender for the realignment of Oswald Street. We raised a concern, via our letter dated 8 October 1998 to the City of Stirling, over the management of the tender assessment process by BSD Consultants. Does Council intend replying to our letter?
A1 The Chief Executive Officer advised that the tender evaluation was conducted by a consultant on behalf of the City. The City is waiting for further information from the consultant and is also seeking legal advice on the matter.
The following questions were submitted in writing prior to the Council meeting.
1.2 Mr G C Meinck, 23 Alsace Street, Carine
Q1 Does the Council consider Alsace Street, with a blind bend and two access ways to a well used passive playground park, a suitable road for through traffic?
A1 Alsace Street is designated as an access road in the City's functional road hierarchy. As such it is capable of carrying up to 3000 vehicles per day. Traffic volume and speed assessments on Alsace Street will be reported to Council following the completion of the trial.
Q2 Why doesn't the Council concentrate on measuring traffic volume in the known worst affected side streets of Carine?
A2 Traffic volume counts are required on all streets in the proximity of the Everingham Street closure to provide a complete picture of traffic distribution before and after the closure.
Q3 Due to the obvious dangerous and hazardous situations created in these side streets caused by the closure of Everingham Street, why cannot the trial be shortened to a period of six weeks rather than 3 months?
A3 The minimum period recommended for the assessment of any road modifications is three months. This allows time for motorists to establish consistent travel patterns. Notwithstanding, Council will review the closure period when it considers a notice of motion at the 27 October meeting.
Q4 What can a three month trial prove, that a properly targeted six weeks can't?
A4 The data is likely to be less reliable after only six weeks compared to 3 months.
Q5 In what way will the Council judge/measure the success or failure of this trial?
A5 There is no intent to judge success or failure. The trial closure was implemented to:-
· Identify motorists preferred traffic routes through the Carine area under this scenario.
· Assist in refining the Traffic Model used to predict future traffic flows under possible closure scenarios for Reid Highway/Everingham Street.
· Assist to identify whether actual safety benefits can be achieved with reduced through traffic movements past Carine High School.
· Determine whether and to what extent, other major/minor intersections in the Carine locality will require future upgrading as part of the future Reid Highway extension.
Q6 Will Council guarantee that this closure trial will not be repeated?
A6 Council resolved that the closure would be implemented for a period of three months, after which time the closure was to be removed.
Q7 Council is to be congratulated on the very effective use of traffic calming being used at the western end of North Beach Road. Why cannot this same or similar method be used in Everingham Street, rather than diverting the problem onto other, smaller side streets?
A7 Traffic calming measures for Everingham Street are always an option for Council's future consideration.
1.3 M Carey, 15 Alsace Street, Carine
Q1 Why were the roadworks carried out in Okely Road, Carine, the north side of Beach Road traffic lights for two days, Wednesday and Thursday the 21st and 22nd October 1998 while a traffic count was in progress? The traffic was diverted onto the verge using it as a temporary road for traffic from Davallia Road and Beach Road coming from the east and causing the traffic to access Okely Road from the verge, further down past the point of the live traffic counter. Consequently vehicles were not able to be registered for two days where the road counter was in place. Any vehicles that would have turned right into Osmaston Road and perhaps Alsace Street would not have been recorded. Has all this been taken into consideration?
How will counters in Clement Drive that were broken for two days, 21st and 22nd October be included in the count?
A1 Repeat traffic counting for all of the Carine area is programmed and will cover any missed counts due to these and any other occurrences during the first round of counting.
All locations will have had counts conducted for seven consecutive days each: before the closure, during school holidays, prior to senior school breakup, and after senior school breakup.
Q2 For what reason were the counters put in the culs-de-sac on either side of the barriers in Everingham Street, Carine.
A2 They were in place to provide validity to those locations where counters had been previously placed and also to:
· record the numbers of vehicles potentially transgressing the closure, or
· failing to read closure signing and requiring to turn around.
Q3 How much has the closure of Everingham Street cost?
A3 The budget for the Everingham Street trial closure is $17,415. The actual costs will be known after the completion of the closure period.
1.4 R B MacDonald, 21 Merlin Drive, Carine
Q1 How Many rateable properties are listed as having their address in Everingham Street?
A1 There are 33 rateable properties with an address in Everingham Street.
Q2 a) How many traffic counters does the City of Stirling own or have at their disposal?
b) How much do they cost?
c) If more than six are owned (all that I have observed in and around the area of the closure) why are they not all in use during the closure on a permanent basis?
A2 a) The City owns 10 traffic counter/classifiers. It is possible, if circumstances require, to hire up to 25 other counters which the supplying agent has available.
b) The type of counter used by the City costs $2600 to purchase.
c) All the City's counters have been utilised during the closure at locations surrounding the closure. Twenty five (25) counters have also been hired during the trial.
Q3 How much has the closure of Everingham Street cost ratepayers to date by way of wages and oncost, hire of equipment, material used, signage, relocation of traffic counters?
A3 The budget allocated to the Everingham Street trial closure is $17,415. The final costs will be known after the conclusion of the closure.
Q4 Are Councillors aware of the serious accident on Sunday 18 October 1998 at the corner of Alsace Street and Okely Road plus numerous near misses on other streets?
A4 There has been a report from nearby residents of a crash occurring on the corner of Alsace Street and Okely Road on 18 October 1998. It is understood no injuries were sustained. Near misses are not reported and therefore not recorded by the Police.
1.5 L McCulloch, 6 Lorraine Street, Carine
Q1. Are Council monitoring traffic counters weekly ?
A1 Traffic volume counts are being conducted at 40 locations. Each location will have had traffic counts conducted for seven consecutive days each: before closure, during the school holidays, prior to upper school breakup and after upper school breakup. The counts will indicate AWT (average weekday traffic). The results of these counts will be included in the report to Council after the conclusion of the trial closure period.
Q2 Is there a different process of approval dependent on the amount of expenditure ?
A2 Any proposed expenditure by the City is approved by Council after due consideration of all eleven factors. Clearly the process of investigation of expenditure of $3.5 million would be more rigorous and detailed than that of $100.
The following questions were submitted at the meeting. The Chief Executive Officer advised that a verbal response would be provided where possible, if not a written response would be provided.
1.6 K Trew, 12 Flandrin Street, Carine
Q1 Has any consideration been given to the impact the increased traffic flow through the Carine area bordered by Doriot Way and Cricklewood Road? Since the blocking of Everingham Road traffic has increase in this area. What study was done concerning this area before the closure. A safety issue has arisen. It is impossible to turn safely from Doriot Way north into Oakley Road due to build up of traffic on Oakley Road.
1.7 I Finch, 10 Topaz Road, Carine
Q1 What safe guards is the Council putting in place at the intersection of Marmion Avenue and Almadine Drive?
A1 The Executive Manager Works/Business Units advised the City has written to MRWA requesting consideration of a left turn slip lane from Almadine Road into Marmion Avenue.
1.8 M Batten, 65 Osmaston Road, Carine
Q1 On what basis is the council considering cutting short the trial closure period of Everingham Street, survey emotive argument and parochial lobbying by pressure groups does not alter the need to gain meaningful data upon which a rational decision can be based?
Q2 How can a shortened trial be considered capable of producing statistically valid data when over 100 cars drove down to the blockade in Everingham in one morning, only to turn around on realising it is closed? Surely more time (at least six months) is required to allow drivers to change their behaviour and therefore produce statistically valid data?

Q1 Could the City Engineering Department advise if a six week temporary closure of Everingham Street is sufficient time to gather enough traffic survey information to provide a comprehensive report to Council which will
· Identify motorists preferred traffic routes through Carine
· Help predict traffic flows under possible closure scenario's when the Reid Highway is built
· Establish any safety benefits from reduced through traffic past Carine High School
· Determine if another major or minor intersections in Carine will require upgrading as part of the Reid Highway extension
· Determine whether a permanent closure is appropriate?

Q1 Will the final decision on Everingham Street be decided before the Christmas holidays so that Councillors and Carine residents will not be continually disrupted by this issue going into 1999?

Q1 How long after and in what way are the results of the Engineering Department traffic counts throughout Carine going to be released to the general public?

Q1 Do the Councillors realise that between Marmion Avenue and Okely Road Carine that there are no south bound roads onto North Beach Road to allows residents out because of the trial closure of Everingham Street? Whereas in between Davallia Road (continuation of Okely at the lights) and Marmion Avenue there are three roads entering onto Beach Road.
Residents as far beyond Dolimite Street, cul-de-sacs off Silica Street and streets north of Everingham Street and Minivera Way have been forced to weave through smaller streets with blind corners, Merlin Drive, Brillee Street and Alsace Street to the already busy Okely Road. As predicted by the Engineering Department and consequently advised against the Trial Closure?
Everingham Street, a straight road, with footpaths, has been a main road leading to the entrance to the High School for about 24 years, may have enjoyed two cul-de-sacs and Clement Drive perhaps less traffic at the cost of threatening the safety of many people including the elderly and students by the overnight invasion increased traffic on smaller roads not designed for such.
Do Councillors realise many residents of Carine, including the elderly and students have been disadvantaged by the alteration of the bus route because of the Trial Closure?
A1 The Chief Executive Officer advised that Path Transit has expressed concern over residents being disadvantaged by the alteration of the bus route.

Q1 The following issues concern us greatly since the temporary closure of Everingham Street:
· Are you aware that the increased volume of traffic in Alsace Street could substantially increase the risk of injury to students waling to Carine high school?
· Are you concerned ab9out the excessive speed that some drivers are now travelling around the corners which could result in a serious accident?
· Do you realise that a serious collision occurred between two cars on the corner of Alsace street and Okely Road approximately one week ago, r3sulting damage was substantial enough for both cars to be towed away?
· Is the safety of our residents and their children of no concern to you?
· Alsace Street was designed as a minor road not a major one. We do anticipate the reopening of Everingham Street as soon as possible before a fatality occurs.

Q1 I am very sorry the residents in Alsace had to witness the first accident in 26 yeas on their street but is Council aware that accidents occur at times almost daily on the corner of Everingham and North Beach Road?

Q1 Is the Council aware abandoning the trial closure after six weeks instead of six months as recommended by the Technical Services Committee will not settle matters but escalate it?

Q1 Are roundabouts for traffic flow? If they are for traffic flow and not for speed deterrents when are speed deterrents going to be put onto roads surrounding Carine Schools, 2000 children?

Q1 Will Council consider returning to their original resolution and extend the trial period for the closure of Everingham Street to six months to allow for a complete and thorough survey to be carried out so that any future debate on this issue can be based on fact instead of the current emotional numbers game?

Q1 Is it true that the first lot of barriers on Everingham were vandalised and that some of the second lot were vandalised and some were stolen and dumped on a local residents lawn?
A1 The Chief Executive Officer advised that some tampering of the barriers at Everingham Street had occurred.

Q1 How much money is Council already committed to spending for the Trial Closure of Everingham Street? $25,000?
Q2 Will any significant saving result if Councillors allow themselves to be panicked into prematurely scrapping the Trial Closure?
Q3 What advice have the Traffic Engineer and the Design Engineer given about the minimum period which will produce statistically valid results? 3 months?
Q4 What facts and logical argument support the vague claim that the current situation in Alsace Street is "chaotic" and "dangerous"?
Q5 Have Councillors noted the emphatic written support for the closure of Eveirngham Street from the principals and P&C residents of both major local schools?
Q6 Could there be any more stupid and wasteful outcome than to abandon the trial before the Engineering Street have obtained sufficient information?

Q1 In response to a letter questioning why Councillors supported the temporary closure of Everingham Street, Councillor Martin responded:
1) During the consultation the majority of Carine Residents were in favour.
2) The early results indicate that the closure might be having the effect that Ward Councillors expected and there is a district possibility that it may remain closed.
Will Councillor Martin please explain to the 900 Carine residents who petitioned Council at its last meeting:-
a) How did Council conduct its consultation and what was the "majority"?
b) What is "the effect" Ward Councillors were expecting?

Q1 Is Council aware that the Western Australian Planning Commission has adopted development control policies (based on studies by the Australian Road Research Board) in relation to traffic planning. These policies suggest as a guideline a desirable level of no more than 3,000 cars per day for residential streets such as Alsace and Everingham Street. Also is Council aware that Alsace Street currently averages 1,600 cars per day and that if this is chaos and dangerous how is it that the residents of Everingham, Osmaston, Silica and the two schools have managed to cope with many times this amount of cars?

Q1 Can the Council work with Path Transit to ensure the people of Carine who are affected by the Trial Closure, have a bus service?
A1 The Chief Executive Officer advised he will be meeting with the Operations Director of Path Transit and will raise the matter at the meeting.
The Chief Executive Officer advised that several other questions concerning traffic issues in other wards and the role of Ward Councillors had been received. A written response will be provided in due course.

That the Mayor sign the Minutes of the Ordinary meeting of Council of 13 October 1998 as a true and correct record of proceedings subject to an amendment to Item 10.2/PL24 as follows:-
1. "That the application for a marine sales/service outlet on Lot 81, HN 72 Erindale Road, Balcatta be APPROVED subject to:-
2. No boats being displayed or stored outside the building.
3. No front or side fencing in the front setback area.
4. No working on marine vessels outside the building except for a defined area at the rear for motor testing and for washing down vessels. This area to be screened off.
5. The configuration of the crossover being to the satisfaction of the Manager Engineering Design."
