DECLARATION OF OPENING OF MEETING

The Mayor declared the meeting open at 7.00pm.

ITEM: 1 PUBLIC QUESTION TIME

1.1 K Clarke, 66 Alvaston Drive, Carine 6020

Q Could I please have a detailed breakdown of the costs of Council inserts and public relations advertising in the Stirling Times over the past twelve months?

A The Chief Executive Officer advised that the request would be investigated and a written response provided.

1.2 J Clarke, 66 Alvaston Drive, Carine 6020

Q Various areas of water (wetlands, lakes etc) in the Hamersley Ward are being drained and/or filled. What are the reasons behind this, given that a unilateral declaration has been signed pledging to return these areas to their original size and condition?

A The Chief Executive Officer advised Mr Clarke to approach the Executive Manager Works after the meeting to clarify the question and discuss further.

1.3 C Clarke, 66 Alvaston Drive, Carine 6020

Q In a written question to Council last year, I asked for a breakdown of what the $100,000 the Mayor claims was spent on engineering surveys, was actually allocated for.

I also asked if these surveys were independent of the Council and MRWA.

My third question asked what safeguards are in place to ensure the safety of the residents, and in particular the school pupils in the area, as the traffic increases.

I have not received any reply and question the delay.

A The Chief Executive Officer advised that the delay in responding is because the Project Manager dealing with all matters relating to Reid Highway has been on Annual Leave and is now on sick leave. The Chief Executive Officer advised that the matter would be looked into.

Q Could the Mayor please explain why, after committing $3.5 million of ratepayers money, Council is unwilling to answer any questions from ratepayers about the proposed Reid Highway extension to Marmion Avenue?

A The Chief Executive Officer advised that a written response would be provided and requested Ms Clarke to speak with the Executive Manager Works at the end of the meeting to assist with clarifying the question further.

1.5 P Boon, 25 Amethyst Way, Carine 6020

Q I am asking my question on behalf of:

Mr J Godden, 31 Waldorf Street, Carine 6020 who unfortunately cannot attend today's meeting.

Mr Godden would like to know when he can expect a response to his question of 14 December 1999.

The question was:

"Which Councillors have read the Environmental Management Plan referred to in the Main Roads - City of Stirling information sheet as distributed recently to some homes in the area?"

A The Chief Executive Officer advised he would again contact the Councillors and request the information from Councillors.

1.6 P Mooney, 40 Everingham Street, Carine 6020

Q Again I ask, can Council please advise as to when I can expect a full written response to my questions submitted at the Council meeting of 16 November 1999 and the following supplementary question on 15 December 1999.

A The Chief Executive Officer advised that he would look into the matter as he recalled a draft letter being prepared.

1.7 R Bender, Finnerty Street, Karrinyup 6018

Mr Bender expressed appreciation to the Council over the City's co-operation and assistance with a flooding matter in Finnerty Street.

1.8 K Lenke, 23a Newborough Street, Scarborough 6019

Q On 6 June 1999 Mr Lenke advised he asked a question at Council as to why the City was not pursuing legal action.

Mr Lenke again queried as to why the Council is following this course of action and why interest is being added to his rates. Mr Lenke requested that the interest be removed from the rates.

A The Deputy Chief Executive Officer advised that Mr Lenke has associated the issue of the swimming pool and the outstanding rates account as one, where in actual fact they are two separate issues.

The interest penalty has been applied to the outstanding rates as per the provisions of the Local Government Act 1995.

Prior to the conclusion of Question Time Councillor Clarey queried if there is a requirement for an individual to disclose if they are taping part of the meeting.

The Deputy Chief Executive Officer advised that a person should disclose the fact that they are taping part of a meeting.

The Mayor asked Mr Lenke to confirm if he was recording Question Time and to advise the Council prior to the meeting if the situation should arise in the future.
