Item R1 was held over for discussion prior to Item R17. During discussion on the matter, Councillor Rose and Councillor Vallelonga returned to the meeting at 3.50pm and 4.00pm respectively and Councillor Boothman and Councillor Spagnolo arrived at 3.50pm and 3.52pm respectively.

THE COMMITTEE RECOMMENDATION TO COUNCIL
1. That approval be given to Beyond the Wall and St Mary's Anglican School to paint an aerosol mural on the underpass at West Coast Highway, Karrinyup adjacent to Elliot Road subject to the approval of Main Roads Western Australia.
2. That the City contribute up to $2,500.00 towards the cost of materials, commission and an anti-graffiti coating from H602 Community Arts, account number 31001739.
