MINUTES OF THE COMMUNITY SERVICES COMMITTEE HELD IN THE PARMELIA ROOM, CIVIC PLACE, STIRLING ON TUESDAY 02 DECEMBER 1997 AT 3.04 PM.
In the absence of the Chairman Councillor J Copley JP, the Chief Executive Officer called for nominations for Chairman.
Moved Councillor Daniel, seconded Councillor Stewart
That His Worship the Mayor Councillor Vallelonga be nominated as Chairman for the meeting of the Community Services Committee on 2 December 1997.
There being no further nominations Mayor Vallelonga was elected Chairman and declared the meeting open at 3.04pm.

REPORT Executive Manager Community Development - 25 November 1997

THE COMMITTEE RECOMMENDS TO COUNCIL
1. That the report of the Executive Manager Community Development dated 25 November 1997 on the development of Lots 81 and 82 Sanderling Street, Stirling for a HACC Centre/Local Authority use be RECEIVED.
2. That Council gives CONSIDERATION to suggested option 4 as identified in the report of the Executive Manager Community Development dated 25 November 1997.
The motion was put and declared CARRIED.
RECOMMENDATIONS TO COMMITTEE
1. That the report of the Executive Manager Community Development dated 25 November 1997 on the development of Lots 81 and 82 Sanderling Street, Stirling for a HACC Centre/Local Authority use be RECEIVED.
2. That Council gives CONSIDERATION to suggested options 1 to 4 as identified in the report of the Executive Manager Community Development dated 25 November 1997.
REPORT PURPOSE
To report the results of investigations in respect to a resolution made by Council 30 September 1997, Item 12.3:
"That Council's Community Services Department investigate and report on the development of Lots 81 and 82 Sanderling Street, Stirling for a HACC Centre and Local Authority use with the report addressing need, funding and design."
BACKGROUND
The City has two day centre facilities west of Wanneroo Road which provide services to frail aged and younger people with a disability. They are located in Cornelian Street, Scarborough and Cedric Street, Stirling. The North Beach Community facility also has provision for community use and provides a limited venue for Day Centre services.
The Home and Community Care Programme (HACC) has contributed towards these projects with the Lotteries Commission contributing to the North Beach development.
Preliminary discussions with HACC officers about the establishment of a third day centre/community facility have indicated that they will not consider any proposals for a HACC centre west of Wanneroo Road as the region is adequately resourced with such facilities.
COMMENT
Investigations carried out by the Community Services Department to establish community needs has not resulted in a definite need being expressed.
There have been no recommendations forwarded from the Osborne, Lawley Community Recreation Advisory Committee, nor the Osborne Community Development Advisory Committee concerning demands for community facilities apart from the Osborne Multi Purpose Recreation and Aquatic facility project, which is the current focus of the latter advisory committee.
Needs Survey
Although the Community Services Department has not found a demonstrated need for community facilities at Sanderling Street, Council is reminded that two external surveys are currently being carried out.
1. Aged Survey.
2. Customer Focus Survey.
Pending the results of these surveys, Council may wish to give consideration to the following options and eliminate any that are not acceptable for the future use of the lots.
Options for the future development of Lots 81 and 82 Sanderling Street.
The lots are shown on the plan submitted as a separate attachment.
1. Recognise existing use which is open space.
2. Rezone for sub-division.
3. Commercial use:
Either extend the shopping centre or increase available office space.
4. Aged Care Accommodation:
Determine the demand for aged care residential accommodation in the region.
