THE COMMITTEE RECOMMENDS TO COUNCIL

That Council ADVISES the State Government of its interest in being involved in planning and trialing new initiatives emanating from "The Five Year Plan On Ageing".

RECOMMENDATION TO COMMITTEE

That Council ADVISES the State Government of its interest in being involved in planning and trialing new initiatives emanating from "The Five Year Plan On Ageing".

REPORT PURPOSE

To advise Council of the State Government's "Five Year Plan" for creating an environment that facilitates "Positive Ageing" and to obtain Council's support for Stirling's involvement in this process.

BACKGROUND

Over a period of several years the State Government has been consulting widely to formulate a policy and plan for addressing the significant increase in the proportion of aged persons which is occurring now and is expected to escalate in the future.

The Minister for Seniors, Rhonda Parker MLA writes:

"One of the most profound changes affecting us this century is the ageing of our population. It will affect every family and household in our state. The vision is to successfully manage this change.

Time on Our Side is a practical and far reaching response designed by the State Government to lead the community forward. Its goal is positive ageing where individuals will continue to make valuable contributions to society and lead fulfilling lives.

The plan seeks to involve government at the state and local levels, the private sector as well as communities, families and individuals. It targets issues ranging from community attitudes and myths about seniors to planning for our later years. One of its significant themes is the building of bridges between the generations. In building that bridge, we are able to break down the myth that age equals dependence or frailty.

The plan addresses 12 priority areas identified during widespread community consultations. As a result, over 80 specific actions have been agreed to by 32 government agencies. They cover most aspects of life affecting seniors including health, transport, financial independence, education, employment, safety and security and housing. The measures range from something as practical as the height of bus steps to long term planning for Aboriginal seniors and Western Australian seniors born overseas.

The vision is of a Western Australia for all ages, where seniors find fulfilment in their later years of life and where people of different ages support each other."

COMMENT

During 1999 the Government will be consulting with Local Governments and implementing new programmes the following year. The City of Stirling already has a significantly high aged resident population and is a recognised leader in the Community Services field providing quality services for these residents.

It is recommended that the City work closely with the State Government to trial new initiatives and help chart the future course for service provision for the more senior members of our community.
