THE COMMITTEE RECOMMENDS TO COUNCIL
1. That the report of the Acting Executive Manager Community Development dated 24 April 1998 on actions undertaken to address issues raised in the Aged Resident's Needs Survey, be RECEIVED.
2. That further strategies and actions proposed, as enumerated in the report of the Acting Executive Manager Community Development dated 24 April 1998, be ENDORSED.

RECOMMENDATIONS TO COMMITTEE

REPORT PURPOSE
On 17 March 1998 Council received the Aged Residents' Needs Survey Report (Item 10.1/CS4) and resolved "That a further report on strategies and actions undertaken and proposed in order to address issues raised in the report be presented to the May Community Services Committee".
BACKGROUND
The main concerns raised by aged residents may be grouped in the following categories:
· safety and security;
· transport and mobility issues;
· respite care;
· access to information on services;
· home and garden maintenance;
· affordable activities and cost of living issues.
There is considerable overlap of these issues but for the purposes of this report each area will be discussed separately and in terms of "what has been done" and "what is planned for the future".
Safety and Security
Current Programmes :
· Local community groups have donated funds to a trust account which is used for the purchase of a variety of alarm systems, suitable to a particular client's needs.
· The City of Stirling has commenced a security patrol service. This service will ultimately cover the whole of the City, seven days a week.
Future Plans include:
· The Community Services Department will continue to be represented on the Youth Issues Committee and will give support to any initiatives to reduce crime or present positive programmes for youth.
· Representation on groups working with the Satterley Company on the "New North" will also provide input on law and order issues.
Transport and Mobility Issues
Current Programmes :
A wide variety of transport options are already available to aged and disabled residents of the City eg:
· One to one car transport to doctor and therapy appointments and shopping.
· Bus transport to shops, care groups and autumn centres.
· Bus transport on outings - Wednesday Wanderers.
Future Plans Include:
· The possibility of "clipper type" services particularly for east west routes will be investigated.
· Joint ventures with specific shopping centres may be organised.
· Expansion of existing services will take place.
Respite Care
Current Programmes:
The City, through its HACC sponsored programmes provides a range of respite programmes viz:
· In-home respite.
· Out of home respite at one of the Day Centres during the week.
· Evening respite programmes for special events.
· Weekend respite for clients, both frail aged and younger disabled.
· Weekend respite for carers.
· Respite for non-English speaking background (NESB) clients.
Future Plans Include:
· Offering more time per week for individual clients.
· Providing mid week evening and Saturday morning respite to enable carers to shop or attend to other business.
· Widen the range of nationalities attending the multicultural section of the programme.
Access to Information on Services
Current Programmes:
· Information on services is provided to local general practitioners and other providers of aged care services.
· Articles and newsworthy events are covered in the Community Newspapers.
Future Plans Include:
· It is proposed to use the expertise of Local Government Marketing to disseminate information to the wider community.
Home and Gardening Maintenance
Current Programmes:
· Contact-S has a limited number of registered volunteers for small gardening services and minor maintenance work as well as registered Service Clubs who will assist with more complex gardening needs.
Future Plans Include:
· A need has been identified for a register of reputable service providers that can be passed on to residents. Such a list could include plumbers, electricians, painters, handymen and similar frequently requested trades.
Affordable Activities and Cost of Living Issues
Current Programmes
· Some elderly clients are assisted by the Financial Counselling Section.
· Fees for services are maintained as low as possible.
· "Emergency Relief" funds are available to assist clients with urgent requirements they cannot afford.
· Input is provided to Government decision makers through involvement in peak bodies and direct representation.
Future Plans Include:
· Ongoing negotiation with funding bodies to maximise grants available for services.
