In the absence of the Chairman, the Acting Chief Executive Officer called for nominations. Councillor Vallelonga was nominated to chair the meeting and as there were no further nominations Councillor Vallelonga assumed the Chair.

Item CS1 was considered following Item LS9.
Councillor Stewart declared a Financial Interest in Item CS1 as he is a member of the Stirling Federal Grants Committee and a member of Eoin Cameron's Campaign Committee. Accordingly he left the meeting at 4.04pm and did not take part in the discussion and vote on the matter.

THE COMMITTEE RECOMMENDS TO COUNCIL
That Council SPONSOR an application for funding to the Federation Community Projects Program on behalf of the Northern Suburbs Reconciliation Group.

RECOMMENDATION TO COMMITTEE
That Council SPONSOR an application for funding to the Federation Community Projects Program on behalf of the Northern Suburbs Reconciliation Group.
REPORT PURPOSE
To consider the Northern Suburbs Reconciliation Group's request to sponsor an oral history project for the City.
BACKGROUND
The Northern Suburbs Reconciliation Group has approached the City requesting its support with regard to an application for funding under the Federation Community Projects Program. The group is applying to this Program to obtain funds to develop a range of public information materials based on oral histories of Aboriginal families in the Northern Suburbs area. The group will be collecting this information under its own auspices and would like to produce this information for use by the City and other agencies (e.g school groups, local community groups etc) to celebrate the history and present culture of Aboriginal people throughout the Stirling area.
Federation Community Projects Program
The Federation Community Projects Program, run in the City's area through the member for Stirling, Eoin Cameron MP, provides access to funds for such groups to direct towards projects that will celebrate the Centenary of Federation. Applications must be sponsored by an incorporated body and it is advised the local authorities are desirable sponsors. The application must be submitted by the City on behalf of the applicant group on or before the 23 October 1998 and successful applicants will be notified by March 1999. Mr Cameron's office has confirmed that an application from the City for this type of project would be welcomed.
Contribution
Should the City resolve to support the application it will be required to ensure that funds received are administered appropriately. The City will ensure that this happens, through a Planning Projects Officer. In kind support for this role will be documented in the application.
