CS1 REVISED SITING OF EAST STIRLING DAY CENTRE

RECOMMENDATION TO COMMITTEE

That 11 Lemana Court, Nollamara and not the Inglewood Aquatic Centre site, be NOMINATED as the site for the new East Stirling Day Centre.

REPORT PURPOSE

To obtain Council's decision on the siting of the East Stirling Day Centre.

BACKGROUND

On 17 March 1998, Item CS1, Council resolved "That Reserve No 27122 (Inglewood Aquatic Centre site) be NOMINATED as the site for the new Day Centre to be situated east of Wanneroo Road, hereafter to be referred to as East Stirling Day Centre".

Since this resolution, further discussions have taken place and Councillors have indicated that this is no longer considered a suitable site.

Other options previously explored have been reviewed and new sites suggested. However, none of these sites meets all requirements.

Further investigations have taken place and it is now considered that 11 Lemana Court, Nollamara is appropriate for the following reasons:

· It is City of Stirling land, held in fee simple.
· The site is a good shape, ample in size and suitable for the "domestic style" Day Centre envisaged.It is close to Wanneroo Road, a main north south route.
· All City of Stirling potential clients living east of Wanneroo Road will be able to be transported to the Day Centre easily and quickly.
· The main area of aged population is occurring in Dianella at the moment. The "wave" will continue to move northwards through Nollamara to Balga and adjacent suburbs in the near future.
· The site is near a bus route - useful for volunteer assistance and some clients accessing the Centre.
· The rear of the site backs onto other City of Stirling buildings.
· Opposite is the Des Penman Reserve.
· Ample parking is available.

As previously reported to Council, $250,000 in funding from the Home and Community Care Program was received some seven months ago. The Lotteries Commission has approved a grant of $52,054 for equipment. A decision on the site will enable construction to be substantially completed this financial year. HACC have been enquiring about progress and are keen to see the new centre available for clients.

It is, therefore, requested that Council approve construction on 11 Lemana Court, Nollamara.
