THE COMMITTEE RECOMMENDS TO COUNCIL

1. That APPROVAL BE GIVEN for the Manager Community Services, Mrs Pat Olver and Councillors, in accordance with Policy to attend the Joint Conference of the Australian Association of Social Workers and the International Federation of Social Workers, to be held in Brisbane from 26 - 30 September 1999.

2. That information regarding the Joint Conference of the Australian Association of Social Workers and the International Federation of Social Workers, to be held in Brisbane from 26-30 September 1999 be CIRCULATED to all Councillors and any Councillor interested in attending REGISTER their interest with the Chief Executive Officer.

RECOMMENDATION TO COMMITTEE

That APPROVAL BE GIVEN for the Manager Community Services, Mrs Pat Olver and Councillors, in accordance with Policy to attend the Joint Conference of the Australian Association of Social Workers and the International Federation of Social Workers, to be held in Brisbane from 26 - 30 September 1999.

REPORT PURPOSE

To obtain Council approval for the Manager Community Services, Mrs Pat Olver, to attend a joint International Conference of the Australian Association of Social Workers, the International Federation of Social Workers and other organisations involved in Social Work and Welfare Education in the Asia Pacific Region.

BACKGROUND

Australian Association of Social Workers National Conferences are held every two years and rotate around Australia. The 1999 conference is to be held at the Sheraton Brisbane Hotel and is a joint National and International event. Funds are available in the current budget for "early bird" registration. Other costs will be allowed for in the 1999/2000 budget.

The theme of the conference is "Promoting Inclusion - Redressing Exclusion" and this year offers a unique opportunity for Social Workers to interact in an international forum. National and International trends and influences on factors affecting social work practice in Australia will be examined. The result will be an enhanced ability to plan appropriately for Australia's situation in the early years of the new century.

Examples of such influences are globalisation, the effect of the economic downturn in the Asia Pacific region and the impact of racial tension.

Some of the areas of particular relevance to the City of Stirling are:

· Exclusion of an aging population versus healthy, positive community involvement.
· Experiences of social exclusion and marginalisation due to factors such as poverty, unemployment, race.
· Economic trends and cultural globalisation.
· Integrating research, policy and practice.
· Innovation in Social Work practice in times of funding constraints.
