The Mayor declared the Special meeting of Council on 23 February 2000 open at 6.50pm.

Moved Councillor Tyzack, seconded Councillor Stewart
That the Council CONFER upon Mr George Strickland the title of Honorary Freeman of the City of Stirling and that the Certificate of "Freeman of the City" be SIGNED AND SEALED.
The motion was put and declared CARRIED.
RECOMMENDATION TO COUNCIL
(To be moved by Councillor T J Tyzack and seconded by Councillor W M Stewart)
That the Council CONFER upon Mr George Strickland the title of Honorary Freeman of the City of Stirling and that the Certificate of "Freeman of the City" be SIGNED AND SEALED.
To outline the procedure for the Special Council meeting to bestow the Title of Honorary Freeman of the City.
BACKGROUND
Council on 5 October 1999 (Item 10.2/HS6) resolved
"That the nomination for Honorary Freeman of the City of Stirling as submitted by His Worship the Mayor, Councillor D C (Tony) Vallelonga JP be ACCEPTED."
Policy A001601 Honorary Freeman of the City outlines the order of proceedings for a Special meeting of Council where the title of Honorary Freeman of the City is to be bestowed.
The order of proceedings is as follows:
6.30 pm. His Worship the Mayor Councillor D C Vallelonga JP welcomes the Guests in the Council Chamber.
6.35 pm. Special Meeting of the Council of the City of Stirling.
Business: Bestowal of the Title of Honorary Freeman of the City of Stirling upon George Strickland.
Councillor T J Tyzack of the Inglewood Ward to move the recommendation to confer upon George Strickland the Title of Honorary Freeman of the City.
The Motion to be seconded by Councillor W M Stewart of the Coastal Ward.
Resolution to affix the Common Seal and to sign the Certificate of "Freeman of the City" by the Mayor and Chief Executive Officer.
Presentation Ceremony and congratulatory address by His Worship the Mayor - Councillor D C Vallelonga JP.
Response by Freeman George Strickland.

His Worship the Mayor Councillor D C Vallelonga JP to declare the Special Council meeting closed and lead the Guests to the Parmelia Room.
7.00 pm. Pre Dinner Drinks in the Parmelia Room.
7.30pm Dinner in the Reception Hall.
The Mayor declared the meeting closed at 7.22pm.
