DECLARATION OF FINANCIAL INTEREST
A person (Councillor or Officer) who has a financial interest in a matter which is to be considered or discussed or to be voted upon at this meeting shall disclose the fact that he or she has the interest either-
(a) by written notice given to the Chief Executive Officer prior to the meeting; or
(b) at the meeting as soon as is practicable after the commencement of the meeting,
and, where the interest is disclosed by written notice given to the Chief Executive Officer prior to the meeting, the person who is presiding at the meeting is to bring the notice to the attention of the persons at the meeting.
(Part 5, Division 6 of the Local Government Act 1995 refers)
In accordance with Section 5.88 of the Local Government Act 1995, a Register of Financial Interests is to be kept. It is Council policy (refer Item 9.4/A13 2 February 1993, Policy A001112) that all Councillors and Officers on declaring an interest in any item before Council or its Committees, shall make a written entry to that effect in the "Financial Interests Register" and sign their personal signature adjacent to each entry in order to verify the declaration so made.
DECLARATION OF INTEREST AFFECTING IMPARTIALITY
A person (Councillor or Officer) who has an interest of a non-financial nature which may be perceived as likely to affect the judgement of that person to act impartially in any matter to be discussed at a Council or committee meeting:
a) that will be attended by the member or employee; or
b) in respect of which the member or employee has given, or will give, advice,
shall disclose their interest either verbally or in writing at the time the advice is given or at the meeting immediately before the matter is discussed.
Any such disclosure is to be recorded in the minutes of the relevant meeting and does not preclude a member from discussing and voting upon the matter.
